So after searching for the CLSID of go arrow in the registry, I found some an entry that had bogus permissions. Deleted the entire CLSID folder now I'm good to go. Thanks guys.

You need to remove the plugin from Decal in addition to running the uninstaller. You can do it in either order, but if the plugin installer was set up correctly (such as GoArrow's), then removing the plugin from Decal will automatically run its uninstaller. Some plugin uninstallers will remove the plugin from Decal, but that can cause the plugin's position on the Decal bar to be reset whenever a new version of the plugin is installed, which is why GoArrow doesn't do that.

However, none of that is related to your initial problem.
It looks like you don't have the Decal .NET Lifetime Service installed. That's an optional component (selected by default) in the Decal install. But if I remember correctly, it doesn't get installed if you don't have the .NET Framework installed before Decal. So the short answer is that you need to reinstall Decal -- during the installation choose "Custom" and be sure that ".NET Framework 2.0 Support" is selected.

digero, thanks for the reply. I reinstalled earlier and it still was not working. I was able to get it to work however, after I removed the key at HKLM\software\wow6432node\decal\plugins\{46bbf551...} and reinstalled Go Arrow. For some reason the installer was unable to remove that key, likely due to the permissions on that part of the registry being improper. Who knows how that happened...
