It is caused by Pimphand. It has large files being sent to and being loaded from a remote server on startup and shutdown.
It is just a poorly coded plugin.

Ok if it's pimphand, than how come it ran very smooth on my other computer which is 5 years older than this new one i'm using?

Easy way to test out that theory.. disable pimphand and see if you still have problems.

Sometimes, no matter what you do, PH won't work with Vista or Win7. Just one of those things.
I actually went back to XP because of this.

Probably has to do with Yob's keylogger... I mean method of updating local database.
He is probably accessing areas that newer versions of windows consider protected or unsafe.
