Where would I go to find that out?

I just see XP service Pack 3

Right click on the "my computer" icon and go to properties.

I cannot see anything else that could be stopping you. At this point if it was me I would be trying to reinstall the preq's for Decal again in case one of them had a bad install. I would start with DirectX 9.0c. (I mention the version because DirectX9.0c is a different program than DirectX11 even though they have the same name).

Thanks for all the time and help you provided.

I uninstalled both ac and decal, then reinstalled both of them again totally fresh and it worked out.

Back up and running.
