As far as I am concerned, if you can afford to have kids, then you can have as many as you want.
resource scarcity will require govts to eventually impose this restriction...it's simply a matter of time.....and it will be relatively soon ....in 40 years the world population is expected to be 10+ billion

That is the point though -- the people who are having many kids usually can only do so with government support.

Actually, no. Resource scarity means increased costs, so you wont be able to "afford" a lot of kids.
The problem takes care of itself.
The major issue here is retarded people having kids they can not afford in both the Third World and First World.
In Canada, we have entire groups of people that would starve to death tomorrow if the government didn't feed them all.
