greater than 60, less than 90. I would guess.
Considering you only get neck issues once a year or so I kinda doubt you know if it's muscle pain or joint/vertebrae pain. Anti-inflammatory meds should help a bit. Try icing it for 10 minutes a few times over the next hour or so... if that doesn't help then get a heating pad to loosen the muscle. (I wouldn't be surprised if the problem isn't strictly confined to your neck but caused by your lower back being out (even if it doesn't hurt there.))

Exercising your back/neck helps yes.
Edit: I should clarify, don't strain your neck by stretching too much.
