Def shoulda gone with your last option for the most flavor. Chicken is generally only on the menu to please people who want variety or those who don't eat beef. We have a really popular Pho place in Arlington that always has a line on the weekends and they serve only Beef Pho and nothing else (except desserts). menu: http://washingtondc.menupages.com/restaurants/pho-75-2/menu
And I always add the Hoison Sauce (dark purple/black/brown sauce) as well as some Sriracha (red). I enjoy all the herbs/veggies they include with the Pho and make sure to throw those in as well. I don't know anything about the place you went, but the broth can make or break the soup, some places are better than others.
And of course there is the multiplier affect on how good it is if you are hungover or sick.

yeah, like the others said, you're not supposed to eat it straight up, you're supposed to put hoisin and/or sriracha sauce in there. with the mint and the bean sprouts etc. it's delicious. I prefer beef pho because it has a very rich flavor, but chicken is great as well.
