No because there are more important things cops should be wasting taxpayer money doing, like fighting real crime
I just go around slow people. Don't understand what the problem is...maybe you guys should buy faster cars

I personally like the challenge that comes with passing the slowpoke in the left lane by drifting past them on the grass.

I give them a bit of time to move out of the way; if they don't change lanes, I mash it into a lower gear and roar by on the right.

We post minimum speeds on Oahu, to keep the tourists moving, if they want to go slow as piss, they can pull over at a scenic overlook.

Only if they are in the left (passing) lane. As long as they are in the right lane and are maintaining the minimum required speed for the highway they have every right to be there. If conditions are ideal and they are not maintaining the minimum speed, then they should be ticketed no matter what lane they are in.

The OP question wasn't about moving to right lanes. It was about ticketing people who do not exceed the maximum posted speed. I say exceed because it is impossible to maintain a speed at an exact level, so in order to drive the speed limit, one must actually exceed the speed limit.
So, should someone get a ticket for refusing to speed? No.

Maximum speed - 70
Minimum speed - 55
If you are not in between those two numbers, you are breaking the law.
We had this discussion once before.
There are no states which officially allow you to exceed the speed limit.
"Going with the flow of traffic" is taught in defensive driving but is not actually a law.
Want to go over 70? Go to a race track.
If I'm in the left lane going 70 mph, why would you ever have to pass me unless you are breaking the law?

in some places we have signage that says trucks must stay in the right lane (going up hills mostly), doesn't mean they do it. You never see anyone get ticketed for breaking the fast lane laws. Here if you have more than 5 people behind you in the left lane, you're impeding traffic and can be ticketed. Slow vehicles on two lane roads are supposed to use turnouts to allow people to pass them as well.

The flow of traffic in WA is generally faster than the set speed limit, a fact which is readily acknowledged by state patrol. Police will and have pulled people over for impeding traffic, even if they were doing the set speed limit.

As used in this section a slow moving vehicle is one which is proceeding at a rate of speed less than the normal flow of traffic at the particular time and place.
