Be ticketed and told if they cannot do at least the speed limit they must stop using the highway as they are causing traffic problems?
If no, why not?

I actually dont care so much about that as I do this. When I am bombing up the left hand lane and your slow ass is in front of me you should be thrown in jail if you dont move to the right lane. I do not at all understand why people drive like old people in the left hand lane.

this. if your going to do 40 in a 75 get the f**k over. don't drive in the passing lane like its your own little world and hold up traffic. anyone going under the speed limit in the left lane that doesn't get over to let traffic by should be ticketed. they're more of a hazard than the people speeding.

Doesn't that defeat the purpose of calling it a speed LIMIT?
Interstates and other divided access roads have minimum allowable speeds, which are ticket-able if not maintaining under normal driving conditions. But even then, they are usually well below the posted speed limit.
Here in flyover country, that would never fly...farm machinery uses the highways.

Only if they are in the left (passing) lane. As long as they are in the right lane and are maintaining the minimum required speed for the highway they have every right to be there. If conditions are ideal and they are not maintaining the minimum speed, then they should be ticketed no matter what lane they are in.

No, people should not be ticketed for driving below the speed limit AS LONG AS THEY ARE NOT INTENTIONALLY BLOCKING TRAFFIC. They should however be required to put on their 4-ways if they're going 10mph or more below the speed limit imo.
Better question:
If it's illegal to pass on the right, and it's illegal to drive for prolonged periods in the left lane (on 2 lane roads), if someone gets over into the left lane on a road that's got a speed limit of 65, and then proceeds to drive at 50, should the other cars pass them on the right?

whats worse is getting behind a over sized convoy of oil field trucks on narrow curvy 2 lane state highways.
state highways here are barely 2 lanes wide with no shoulders most of them time.

We just need better signage on our highways.

Uh...it's not a speed floor, it's a speed limit.
