If someone is so ruthless that they would shoot someone in front of multiple witnesses in cold blood(albeit he was provoked) but to do something like that I just dont see any hope for them at all. But honestly thats beside the point. Like you said the legal system isnt just about getting the bad guy its to help bring closure for the family and to bring justice for the wronged victims. And he has 20+ years of jail/therapy/counselling to change his ways. And he already regrets his decision. A stone cold hate crime killer wouldn't have these feelings.
