Even Reagan was against having lower rates on capital gains than on other income. It's illogical and ridiculous.
A lot of the capital gains income isn't even from investments, it's salary and bonuses paid to investment bankers and board members of corporations that are structured in such a way that they can call them capital gains.. it's simply a dodge that the ultra rich use to pay ultra low taxes.
You clearly don't understand what long-term capital gains are, nor are you likely to have ever paid any. As for what you find logical, that would take a doctor with a flashlight to figure out.

Willard - $21,646,507 ----- 13.9%

So if you're an equities trader or wall street guy, you pay half of what someone making an actual salary makes (in the top income bracket). Appalling.

Correct, and they should be separated from other long term capital gains, since these idiots dont actually have any vested stake to gain that money from. it is a loophole that should definitely be closed, but wont be since many people on capitol hill benefit from it greatly.
I do believe there should be a benefit to true investing, putting money into something you believe will thrive, for a longer term than wall street gamblers looking to make aquick buck off the backs of others.
i am not saying people wont put money into investments, i just dont believe they wil truly "invest" as was intended originally. People will be in and out of investments much, much faster if the taxes were quivalent, because they have nothing to gain by STAYING invested in something.

I do not believe you. There is no way your income could be derived entirely by capital gains while the effect of the corporate income tax on your investments escapes you.
