I don't know about SOTU addresses but I thought modern presidents were commonly addressing the public at a middle school level. I remember being bothered by that. Might have to look it up.

1. Select a few paragraphs to use as your base.
2. Calculate the average number of words per sentence. Multiply the result by 0.39
3. Calculate the average number of syllables in words (count and divide). Multiply the result by 11.8
4. Add the two results together
5. Subtract 15.59
So the number of words per sentence and the number of syllables in the words are the determining factors?
Fairly certain that the way Obama talks has a great deal to do with this. His short choppy delivery is very effective, but it relies on short sentences. Very short, such as, We can. I do. They believe......that kind of stuff.
It's the reason that using the index outside of an educational setting is pretty pointless. I ran the index (you can use Word to find the index of anything you can cut and paste into it) on a couple of random paragraphs. Highest score I got was 18.2, lowest was 4.1.

This doesn't bother me. If you're going to talk to the nation, I hope you'd want to make a speech that the vast majority can understand instead of talking over their heads.
Keep it simple people.
Also, I didn't listen to the State of the Union speech.

Sixty seven other speeches. I'm more interested to see the curve, to judge whether or not the country as a whole is just getting stupider or if there were a few speeches that the populace just didn't 'get'.
