Fractions of seconds matter sometimes. If I know a guy with a gun is just around the corner, I am not stopping to get that phone out of whatever crevice it's hiding in and start dialing. I am getting to safety. The 911 operator isn't going to help me when I am filled full of holes.

Incompetent in that situation? I think not. I would most likely be alive, which is more than I can say for you if you tried the alternative.
I can make a phone call and run at the same time but apparently you aren't coordinated enough to accomplish the same task.

You are going to run at full speed, digging into your pocket and then trying to dial emergency services? I doubt it.
You are better off just running at real full speed and getting into a classroom. They have lockdown procedures for a reason and they work.

If cell phones are a problem you make a clear cut rule that any phone disturbing a class is confiscated with the parents needing to pick it up and the kid gets detention.

I grew up very near Pottstown School District. It does not surprise me one little bit that the school is having a problem with unruly, disruptive students.
Many of you who don't seem to understand the issue sound like you're too close to having been in middle school yourselves to have an opinion on this that matters.
Cell phones are a problem with kids in class, period. Teachers should not have to spend their time policing classrooms and taking away cell phones. Having them hidden in the top of your boot so you can quickly reach down for it and attempt to quickly hide it only encourages doing that. To argue otherwise is stupid.
Yes the school should start a very rigid confiscation policy for the devices, but they would quickly find themselves doing nothing but keeping track of banned devices for parents to come and pick them up and defending themselves in court.

I teach middle school, so I can speak from daily experience.
Confiscating the cell phone and having their parents inconvenienced by coming to the school to pick it up seems to work like a charm. I haven't had a problem with cell phones once this year and the teachers that said they have taken them away said it's only happened a couple of times and never more than once per student.
Make a solid, airtight policy that all teachers are willing to enforce and the problem will take care of itself.
