School cell phone policies should be really simple...
1st offense - warning
2nd offense - confiscate phone until parents pick it up
3rd offense - suspension
4th offense - expulsion
Pretty cut and dry.
A couple of kids have to repeat a year of high school and graduate a year after all of their friends, and they will disappear.
All of these other tactics(banning boots because they hide them there? Dumb...) won't work because they will just hide them somewhere else.
Banning boots because of cell phones is like cutting your nose off because it's running.
We have the same policy you listed Chogram, except there is no warning for the first offense. The phone is gone and the parents have to pick it up. Suspension is every offense after that.

our HS was going to ban cellphones from school, I told them, my kids WILL have their phones with them DURING class, turned off, and if they need detention for having them, I will serve detention for them. My reasoning was, what if there was an emergency, and there was no way to go to their locker, because some gunman was in the hallway?
I also told them that I looked at their cell usage daily, online, and if they use them during school, they got taken away for 2 weeks. And I enforced that, the kids hated it...haha
Our local HS banned phones outside of lockers during school hours(8:30ish to 3:30ish)
edit: I believe last year they added a provision saying that you are allowed to have them out during your lunch period as well but I'm not
sure if the school board passed that one...
There are phones in every single room and an on duty police officer.
If there is an emergency your student needs to be paying attention to the alarms and getting themselves to safety.
Not worried about phone calls from mommy and daddy.

It's not a middle schoolers job to call 911.
If the school is getting shot up, tell the nearest teacher and GTFO.
The last thing, in that situation, that a 911 operator wants is 100 middle school kids clogging up the lines.
Unless you are saying that your kid might just see the person first!
Oh... that's going to happen far often enough to make an exception to the rule 
edit: I would bet that it's even in the "school rules" that the kids aren't to call the police from school property that they are to report it to an authority figure that makes that call.
