It's an HBO series that started in 2002 and ran for 5 seasons.
It's mostly about police chasing drug dealers in Baltimore, but it wanders around into city politics, the port, the schools, etc.
I'm only at the beginning of season 4 so there's no telling where it might end up. VERY well written and very smart. They let the story, dialogue and action allow you to figure out what's going on instead of having endless "exposition" dialogue so common nowadays that is obviously inserted to let the viewer know what's going on.

Looks like the writers decided it was over. They apparently put together a pretty wrap-it-all-up ending on season 5. I haven't looked at it any harder than that 'cause I'm still watching it through for the first time.
I can see how they would not want it to be just an endless series and get all crappy before getting itself cancelled, too.
