Pretty much.
I was in Ireland for a few weeks, and on the very last day I was there some guy started yelling at me "go home american," I imagine if that was my FIRST day, I would have come home with stories about how xenophobic they are. I guess the main problem is that people are really quick to talk about the typical behavior or foreign places (even if they have never been there) even though I have rarely had a week that is "a typical american week," if it doesn't happen here, why would people think it happens in other places? I have a friend from Iran, he says it's a nice place, but when we are fed stories with an angle, it seems like a sh**hole
