In the end, the park ranger will most likely lose his job and the person who got tazed will sue and win. Park rangers are not Law Enforcement officers, nor are they permitted to Taze anyone PERIOD. She shouldn't have even had a tazer on her.

Don't get me wrong, I'm all for catching wanted felons. I just don't think tasing dog walkers is the most efficient way. Don't you think it's silly that an officer just attacked somebody? I mean, if he were walking away from beating or robbing somebody it makes sense.
In this case he was walking his dog. Sure he was committing a very very minor infraction. But then he's attacked?
Tasing is retarded. Take a picture or two of the guy and document it. Something, whatever. Lets not attack dog walkers, or assume they're wanted felons. That's retarded.

Refusing to stop and giving false information to police. If a Peace Officer tells you to stop. Stop. Giving False information is a misdemeanor. The guy was all kinds of stupid and the Officer had every right to use force to gain compliance with a lawful order.

The Park owners are in the right in this instance. They're still allowing ingress and egress through the park, and as such the dog owners have no rights to claim their access has been denied. had a fence been put in place and their ingress/egress severed the dog owners would have a case against the park as they have a long standing history utilizing those access points. The only issue here is that they are not allowed to be off-leash.
That particular issue could be resolved by limiting a section of the park to being OK for Off-Leash dogs, however that is in no way something the dog owners can demand of the park owners. They park owners may still do something like that to appease the dog owners due to the negative publicity.

They do have law enforcement authority. They are not glorified scout leaders.
