Price for a 20 pound standard tank refill, not swap
BJ's Wholesale Club: $12.99
Ace Hardware: $17.99
Though 7-11 does charge $24.99 for a swap (and is only filled to about 80%, but that is premium pricing for the convenience, i suppose.

You are sorely mistaken if you think you get 80% from an exchange, you are lucky if you get %50 full.
Find a place around you that refills them. Last time I did it a few months ago, $15ish for a full tank. Then take that full tank to an exchange place and hold the full in one hand and an exchange in the other hand. You will see a huge weight disparity which is not 80% full for exchanges.
Go to Home Depot or Lowes for new tanks too.

The local equipment rental place near here refills mine. As long as you own two tanks, you can work it so that you never run out.
