a butter fly farts in my back yard and fuel prices go up. how ever we still have cheaper fuel than a lot of the world

From what I gather, the pipeline just makes it easier to export gas to other countries.

Basically yep, the study basically said they'd build the pipeline to the gulf refine it, and ship it overseas. They'd then cut the current supplies running to the midwest. Essentially the US would get less oil, gas prices would go up.

Yeppers. The US has become a net exporter of gas thanks to a breakthrough in horizontal drilling technology.
It may even become self sufficient in oil production, assuming that demand in the US goes down because of higher gas prices and federal mpg mandates.
