That could certainly be one of their goals as well, not disputing it for a second, but it still changes nothing in terms of what I described earlier.

Can you blame them. Philly is filthy enough, they don't need a bunch of homeless people congregating and stinking the place up too.
This doesn't actually do anything to address the issue of homelessness in Philadelphia, it just makes it more difficult, expensive, and legally risky for people who want to help the homeless.

Neither of the groups I work with have an indoor space to serve. We don't have a lot of resources, we pretty much entirely rely on donated produce from the docks. We don't have any public or private funding or anything, so securing an indoor space to regularly serve the volume of people we regularly serve would be essentially impossible for us.
