Sorry, but if you animal is stolen, you're not likely getting them back. If I was buying a sketchy animal off craigslist, I'm certainly not about to go check to see if it's chipped to have my investment disappear.
This lends into the cost anyway, people don't steal mutts, they aren't going to be able to sell them.
If an animal regularly goes outside, they know where they live, they know how to get back to where they live. If my animal was hit by a car or otherwise injured, the vet or pound would have the license and collar information to contact me with. My animals aren't afraid of fireworks, or any loud noises really, which is the only reason I've ever known an animal to run off and get lost.
So at least for me, there is no point beyond protecting my $20 from being stolen.
