I think most of it is a "waste" in that it wasn't a bad idea, but we overpaid an incredible a lot from it
Bid shilling in the government has become common practice. It is a corrupt system that politics and power matter more than spending the tax payer's money efficiently
A lot of politicians literally are stealing from us for signing onto these over inflated government contracts to help out their corporate buddies who financed their campaigns and etc.

A beer landed right on my nuts yesterday when I was at the driving range stinging the crap out of my pants. I knocked it off with my club after panicking for like 5 whole seconds and ghosted the MF'er
