Clean hits are allowed and illegal hits are punished, that's all I care about. The intent of the player is no business of mine.

This x100000. If the player injured the person with a legal hit, then what's the problem? I can understand punishing someone for a "Suh" type hit, where there was no good intent and all the player wanted to do was take the other person out, but if it's a legal hit, and the guy gets hurt... that's football, man. If you don't like it, go play basketball or something.
