Is this in place for a red light or something?

In a normal intersection, if it's green, I still have to wait for traffic to clear before turning left. If it's red, then I just wait till it turns green.

Never seen one either way, so I guess it doesn't matter. Oh and I get right turns on red, so I hate going places where that's not legal. Angers me.

during high traffic times, they use the arrow as normal, to allow people to take a left safely. when there isn't any traffic, it doesn't make sense for people to sit around waiting for traffic to turn left, so they make it into a left turn yield on flashing yellow.

They do not make sense in theory, but in practice they aren't hard to figure out. The lights in WA that always seem to confuse drivers are the ones where the green arrow turns on but the red bulb above it stays on as well. Couple in my hometown, and I'd often end up waiting in a line behind someone who couldn't figure it out on the first try.

Never seen one before, I would probably just think its a normal yellow light and act accordingly.

Until it didn't turn read I guess....lol

Any flashing lights I see confuse me

I do drive more cautiously when I see them though.

They would if they start popping up.

Bad enough we have the people who don't realize they can turn left on green as long as it's safe, holding up the left turn late until they get honked at enough...I've never seen a flashing YELLOW arrow anywhere here unless it was on a school bus.

Flashing red or green either. Other than a school bus, or the > > > yellow arrows on warning signs in construction zones, a flashing yellow arrow in an intersection would confuse me.

*MOST* of the drivers here know that at an intersection with ONE left turn lane with a sign saying 'yield on green' know that you can turn left as long as oncoming traffic is clear.
