I can confirm personally that 30 bookshelves is enough to get a 50 level enchant offered.
(Diamond sword: Looting III, Fire Aspect II, Knockback II)

Yeah my library was pretty reliably getting 47+ enchants offered... not that I ever had that many levels available to use, lol.
