No, they don't do it often..YES, they JUST did it.
They didn't reorganize the groups. They just combined the two battle groups in the Phoenix data center as a pilot test for the rest of the country.
I posted the physical locations of all the US servers a couple of weeks ago. You can google or search wowwiki to find out what time zone the game clock is set to and the physical location of each server. The changes are very logical from an IT standpoint.
