Alright, I know for fact I've done certain quests that I am now doing on my paladin. I did them in vanilla and I did them on my paladin. She is the only toon I could have done them on, why? I didn't have any other toon over lvl 25 until well into TBC. Infact it wasn't until WLK that I really lvl'd anything except a horde paladin, and she can't do ally quests. All my toons were below lvl 39. My 39 warrior twink was the highest, except the DK but hse doesn't count since she quested from Outlands.
So....has anyone else run into this?

I have too.
I have one character, my 80 druid. She was created in 2005, and is the only character I have leveled past 18, the other being my human paladin bank alt.
When I was going for Loremaster last summer, I kept running into quests on Eastern Kingdoms and Kalimdor that I remember doing when I was leveling my druid back in 2005.
The deja vu feeling drove me crazy.

Yep. After a few new patches, Ive found my shaman and lock able to redo the starter quests in the Undead and Org areas.

My mage who was created at release discovered The Drag in Orgrimmar last night. Really? I think not.
Some inconsistent data states are popping up lately for sure.

I rediscover the capitals about every third patch or so. 
I thought I had run into the quest repeat a couple times but I have so many alts that I figured I was just forgetting the history of a given char.

I've got an alt paladin that has the 1500 quests completed achievement. Now he only has 1182/2000 towards the 2000 quests completed achievement. There's definitely something going on.

Blizz could be trying to make it easier to level to 85 by allowing you to redo some of these quests. Just a guess.
