I think there's two different things going on here.
They have reset all guilds back to level 1 because there's supposed to be a daily guild exp cap in place. So, you shouldn't even be able to hit guild level 2 until day 3 of gameplay.
The quoted text is in regards to one of the guild perks / achievements (I believe) - the one that increases character experience gained by 5%. Haven't double checked any of this, but I was reading about all of this earlier and that's the impression that I got.

I'm still trying to figure this whole thing out.
One my main I got close to 300 rep points for turning in dailies.
On another toon I go zero points for anything..killing....questing...etc.

I wish they had a better system had like 4 people on in our guild last night and by the time everyone got on this morning they were already at the exp cap for the day.
