Any beta peeps or higher level peeps know where the pattern for this drops? Been scouring all the normal sites with no luck, just a bunch of funny british comments about the hat.

Only thing I found was "binds on pick up" on the EU forums, "confirming" it's a drop. Somebody on official forums has asked as well, with no responses.
And yes, I found the inane 34 comments as well.

True! This one recipe though is a blue "rare" one, at least that much has been confirmed. So looks like it's definitely a drop. (Never seen a blue vendor recipe, though I could be wrong.)

Yup, you caught me on an incomplete post. I looked at the "blue" pattern and my brain auto-filled in the rest without explanation... that was B-league sloppy.
