They don't exist!! Everywher ein Azeroth more nodes than you can mine pop up. You go to Outlands and have to fly around for 10 minutes before even seeing one. And no it's not a matter of someone else mining them. It happens ALL the time. At least all the time I've been there which is a lot recently.

Part of what you're seeing might be the 'tech' Blizzard has been using since tBC released, which is that spawns 'spawn' more frequently the more people there are in the area.
I'm sure that classic WoW is probably very populated atm, and Outlands not so much.

Mining was a pain for me in outland. Forget about it during prime-time. Had the best luck during off hours with few people around.

Thank gawd 2 out of my 3 paladins are dwarf!
Yeah, I noticed this as well the week after Cat came out. I understand Blizz "fixed" things to respawn so that the more folks in the zone, the faster the respawns. I noticed that it felt like Outlands had defaulted (or reverted back) to a 30-40 min respawn cycle. Used to do the loop around Zangarmarsh for a solid year before LK came out and although it's been a while, I remember waiting at least that long if not longer.
Very annoying.

There are those who play tank classes, and those that tank.
The weapon is only as good as the person wielding it.
Free advice is often worth what you pay for it: nothing.
