Never happened to me either, with 30,000 HKs across my main characters (mostly from BGs) and exalted with Kara faction on two characters.

No, raids are not covered by the dungeon finder, only 5-mans. Blizzard have talked about adding raids as "something for the future, maybe" - i.e. no solid plans, don't hold your breath.
I doubt you would find anyone running Kara other than level 85s who didn't do it in TBC times roflstomping it to quickly grab the achievement.
I do hope they add Kara back as a "top level" raid at some point. It was probably my favorite raid.
