The best I can think that you could do is create a specific world PvP zone where you don't allow flying mounts, give some objective to tug-o-war over, and so you can justify giving some semi-meaningful rewards and keep people interested you'd need to find some way to even up the sides (because world PvP is inherently going to be unfair). I think you do all that and you probably have the best working solution for bringing back world PvP.

Its even easier then that..
Delete the arena's off the server, and give arena points for World PVP kills.

Invalid argument. IQD was some of the best pre-raid gear you could get and it required faction, which required dailies. THAT is why people griped about PVP there. It was precisely the wrong type of reward mixing.

"What is EPL towers/Bone Wastes towers?" for $500, Alex. Semi-meaningful was the problem. Put in a world PVP zone where the entire faction got 20% bonus to XP while controlled and you'd see more action. Even if you didn't get gear/points from it. And it would foster community in that the max-level players would be helping the lowbies level through bonuses.

and get rid of the BGs. Possibly, but extremely unlikely.
The majority of WoW players are too obsessed with a new purple trinket from the gear treadmill and spend all their time in a raid or counting dkp. Blizzard has fostered and bred this type of gamer in WoW.
So it would have to be more than just get rid of Arenas/BGs, it would have to be a whole philosophy change from the top where the best gear is only gained through World PvP honor.
We all know this aint gonna happen, sadly.

More proof that the Devs are completely clueless.
Here is a start, when you mix world PvP with PvE that is relevant, people will complain. The PvE crowd wants to get its geardailies done and the PvP crowd wants to grief people/goes where the crowd is... IQD was a total clusterf*ck. I actually went PvE server forever because of that place, after leveling 5 to 70 on a PvP server.
Separate PvE and PvP. THose who want to do either will gravitate towards what they want to do, forcing them together is idiotic, you clods.
People loved TM/SS becuz it had little impact on the PvE world and if felt like a battle. There were no dailies of anything else relevant to be disrupted. Just zerg, pocket PvP and running battles.
FFS are you truly that stupid? Its like you become a Dev and your brains turn to garbage.
It is a shame you can't actually tell the devs this stuff, while I doubt they do, I would love it if they could read this stuff. You post this on official forums and say hello to a 3 day ban and the post removed. The devs are about as out of touch as you can get.
