phasing was introduced with WOTLK and was one of the "main" features of that expansion, before that there was no such thing as phasing in WOW.
It was more of a sarcastic comment. 
I'm mainly pointing said comment at the content of this expansion.

While there is still a good deal of phasing involved in many of the zones, we tried to make each phase a little more intricate and less intrusive on group gameplay.

Maybe they are using phasing, and we need to continue advancing reading their 'stuff' to uncover more things.
Maybe they are working at making the lies more homogenized.

This is not technically true. When you're dead and running to your corpse, you're phased; been that way since the beginning. Also, there was some minimal phasing in TBC in the draenei starting zone.
However it was only later that Blizzard discovered it could be used for content.
Rather than working on world changes that only affect you, mmorpgs should be working more on world changes that actually change the world. It's the true next evolutionary step.
