Are you asking if you should gear your passive stats based around your proc'd stats? Or perhaps you never thought of it like that?

Simply put proc'd stats aren't 100% uptime, and in most cases less than 20% (closer to 10% if that), so accounting for them in your overall stat choices is pointless. They are a once-in-a-while perk that, especially in the case of trinkets or even engineering tinkers (though they usually have more reasonable cooldowns), are usually best macro'd to your "Oh Sh**" abilities, like Shield Wall, or left in their own hotkey/binding when you know a big hit is coming, or even macro'd to an ability with a similar cooldown.

In essence, you just wanna ignore them when gearing/gemming/reforging, unless you are really REALLY close to the cap, which I honestly don't know is possible or not at current gear levels since I haven't played hardcore in a couple of months. Summer has that effect on my WoW knowledge.
