The drop rate on that item is one of the lowest in the game. I spent 2-3 weeks once doing nothing but killing dogs and never got it.

It does still drop but like Sal said it's insanely low I have killed at least 20k of them and nothing.

It does, I have extensively looked in the past and when I pass them in travels I still kill them. However, just one could do it as was displayed to me by my darling Ash. We were doing something completely unlreated and she killed one in passing that I either didn't notice or stop for. It dropped it. She had neither been on vicious killing sprees for it nor had ever really been looking for it. Just luck of the draw.

Where did you go to hunt for the dogs? Was there anything special you did? There has to be a trick to getting it to drop.

Just off a cliff along the beach just where sanc recall takes you, there is a static spawn of 4-5, I use to go there all the time, maybe it is a bad luck spot.
