Theirs no one around to enforce it. Most ucm is confined to a few dungeons like EO and 110 so its not an issue for most of the player base.

It seems that Turbine has completely given up on enforcing the COC in EO and a few other places. That said, if you are macroing a quest related dungeon and are reported you will eventually get caught/banned as Turbine does appear to enforce the COC in these dungeons.

Ppl macroing quest dungeons need to be acm or autolog I feel. So I may get what I want and leave without having to try to ks a character several times my level.
It seems like 4/5 ppl ucm these days. Turbine would be hard pressed to keep players if they heavily enforced methinks.
I honestly don't care about em unless they effect my ability to play the game.
Ucmuing melée chars in dungeons do tend to piss me off with their ksing when they got navigation on.

They just banned several people in eo, fiuns, eaters, and hive like two days ago.

If you want to UCM then do it! Just dont say people didnt warn you and go crying like a baby. You know the risks and you took a chance ..... Live with your decision.
