Actually I think a returned blocked EP attempt in college football is worth two. Not 100% sure on this, but that is my understanding.

this is correct. In college a blocked kick can be run for 2 points.
The one point play I am referring to has actually never happened, but is in the rule book. It is a safety scored on an extra point attempt... If you think about all the things that would have to happen to score a safety on an extra point attempt you will see why it has never been done. But you can end a game with 1 point on the board if you were to get ridiculously lucky....
