The below article talks about which phones they believe will get ICS upgrade and which might.

Nexus S will no doubt be the first to get the ICS upgrade.
Razr is expected to be the first non-Nexus phone to get ICS.

A lot of Gingerbread phones released in 2011 should probably get upgraded as well.

My 2010 Galaxy S Vibrant will have to wait for CM9.
