So what happens if your power goes out, and your UPS' fail to kick in? Generators do not start up instantly.
(Edit, serious question - don't know much about data centers)

A failed UPS means a single power feed has failed. You should have more than one independent power feed, thus more than one UPS, et cetera.

2N is pretty standard for a tier 3 data center. ( Cheap plug for my awesome company: http://redit.com )

On the contrary, you can in fact setup generators to automatically start up when main power is lost. Someone at Steam screwed up royally.
