Is there or has there been a republican plan for homelessness and poverty?

Both are on the rise and alarming (but not surprising) rates.
Besides cutting welfare and lowering taxes for the wealthiest, is there a plan for addressing these societal blights or have I just missed it? I haven't heard about it in the debates, strangely.
Anyone know the deal?

No cure for this problem. The only thing I can think of for this is for the government to fund drug treatment centers and give grants to homeless shelters and soup kitchens. The problem now is the government has NO MONEY

Well considering that the government is directly responsible for driving up poverty and driving down the ranks of the middle class, I would say that the best real fiscal conservatives can do is to get government off of the backs of small business, massively reduce big government / big business cronyism and gut our tax system for a complete makeover.
Economic leftists operate on the principle that government can fix poverty. I honestly do not understand how they can even begin to claim such given the massively overwhelming evidence that government does in fact, just the opposite. Where I may agree with economic leftists is on the status of corporations. I do not consider corporations to be people and I do not consider corps to have a 1st amendment right (note; there may need to be specific exceptions to that)
The more division there is between corporate entities and government, the better. Corporations should be able to sue government and make their case, but not to the grossly overwhelming extent that they can now.

Neither side has a plan to help. R's want to abandon them, D's want to create more of them.
Have to turn to the Libertarians, Constitutionalists, etc if you want actual solutions.

Ah yes, Libertarians have always been known for their extensive list of solutions to poverty.
And if i recall the Constitutionalist solution is Jesus.
