I would pick it up and return it to him.
the only time I didn't return money when I knew who the owner was, was one time at home depot. I was waiting in line at the self checkout, and these two dude cut right in front of me, all in a hurry, the one rings his crap up and he does a debit withdrawal while he's there. They're talking to each other the whole time and when the cash comes out, he doesn't even look and just grabs a handful and leaves. But he missed 20 bucks so I grabbed it. I saw him in the parking lot and as I walked by, I waved and said "thanks for lunch today". He just looked at me kinda dumbfounded, but I'm sure he figured it out later.

Pick it up and return it to him, like I've actually done probably a half a dozen times in the past few years when I've seen people drop money, or phones or similar items of value that I could have picked up and taken with no repercussions whatsoever.

It depends on how much money. The greater the amount of money, the more I would have to deliberate. I have returned many things of value.
