It probably got hit by a car because they were idiots who let it play in the street and the parents don't want to admit it so now it's "lost."

Usually, the term 'lost their ?" means it died.
So sad for them.

I agree with Yuki, also could be what Bonk said too
It got lost because they were extremely careless or someone stole it. Where else could a puppy possibly go inside an apartment complex?
