I'd have to say it's the beggar instinct.
I assume it's that beggar instinct that got them to befriend humans but damn, every dog is a beggar. The well behaved ones will at least sit a bit away but they will stare at you with the hope you'll give them something.

The pewp doesn't bother me - if your dog is well trained then it'll pewp in the right area too.

my dog doesnt beg. up close OR far away. if something is dropped, he doesnt go for it either.
now, if i were to tell him he could have something im sure he would. but i dont feed him anything but his pet food.

Every dog begs, that doesnt' mean whimper... but they all have an instinctual beggar in them. That's how it is that 'man created dog' - dogs are predators but also scrap eaters.
Also it's that beggar instinct that enables you to train your dog (the treat or play toy motivator thing).

My last dog wouldn't look at me while I was eating unless she had permission and every once in awhile she'd sneak a peek. Its been a long time but I still miss my puppy.
