sounds like you can host a vent server for free as long as it is limited to 8 connections
can i run this on my pc, the same one i will be gaming on?

Sure, why not.
Have a tiny bit of CPU to spare and some bandwidth, you're good to go. (i.e. virtually any PC)

Oh that's borderline underpowered then.
You're prolly gonna run out RAM fast doing something heavy like running Vent.
