So he's gonna prove Russia that the missle defense is purely defensive and isnt pointed at them but rather their psychopathic southern neighbor?
and You guys are setting missle defense base in poland and expect Russia NOT to have detailed info on the system by the end of the month anyway?

The President is sworn to uphold the Constitution above all.
You are apparently one of the people my observation applies to.
The President does not have the authority to determine the Constitutionality of any law. That ability is specifically denied to the President and is vested solely within the purview of another branch of government (perhaps you've heard of it?)
Unless and until the law is stricken by the SCOTUS then that is the law of the land, and obeying that law is Not Optional.
