Still the same. There was a small but passionate movement afoot on the forums to have true 3D combat implemented and the devs flat-out said it wouldn't happen. They considered unlocking the Z axis a little further but I don't think they even managed that.

Space combat is the same as before, haven't tried ground. You don't have to spend money for regular ship upgrades, you do that through dailies or other quests or something for dialithium which gets traded in for them. You can of course spend real money to upgrade ships. Theres a "premium" ship that costs $25
