seems silly that the battalion commander that he got permission from to shoot in the first place would give a "not recommended for promo" recommendation in his fitreps
this can't be the full story...
while the recommendation isn't binding.....it will be a drag on his career....it would be impossible to make any level of general now which isn't a big deal because there are so few in the Marines to begin with....and realistically he will probably never make it to a full bird colonel with that blemish on his record
still he will probably easily attain lt colonel and retire after about 25 years with a fat pension

It tells you something about Rakhir's mental processes that he reads a story about some cowboy shooting at a bunch of brown teenagers on a tractor and fixates on the damage to the tractor as the reason they guy is being punished.

Yeah, considering the damaging of the tractor was specifically mentioned in the report.
If he was a cowboy, he'd have ordered them all shot, after all, they were aiding the terrorist.
Ordering the tractor disabled was a brilliant idea come up with in the spur of the moment that was designed to capture the terrorist (or at least prevent his escape) without wounding the others involved.

The story is horribly biased and doesn't even give you basic facts about what happened. Was the guy actually a bomb maker? Did they catch him? If they caught him how did they not find out the kids were kids for weeks?
But even the story notes that he wasn't punished until they found out they were teenagers weeks later. So clearly harming the tractor is not the primary cause of punishment.
