If US economy was 15 ON SURPLUS I could see it happen but when governments bank balance is that much on minus, it wont happen unless Newt reinstates slavery.

We needed to get to the Moon first to see what was there.
At present, there is no reason to go back. There will be one day but doing so won't serve any current purpose.
