It's a pointless argument. You can't prove it one way or the other. He certainly hasn't acted in racist ways in his legislative efforts.
I mean you can call him a racist if you want. But that's sorta besides the point.
What the articles show is that he was happy to write racist garbage to sell his newsletters, which he got paid a bunch of money for. He later evaded a question about getting paid a bunch of money and apparently lied about his involvement.

Let me break it down another way....
While Bush Sr was shipping drugs into this country he used Bill Clinton/Co to secure deliveries made at Mena AK, which were then making it's way into the noses of the next two President elects.
So yea, it can be called a bad thing if you're familiar with the historic context.
