It kinda looks like a cutscene? I realize the new engine might make a spiffy game, but I'm not sure this is something to judge it by, one way or the other.

To be run on todays quad 580 GTX -type cards, and noone better do anything interactive or view at the wrong angle, or framerate will drop like a stone.

Nope - that's the actual in-game engine.

Looks pretty sweet, I wonder how it works for facial expressions and conversations. Mass Effect uses Unreal Engine stuff and they try really hard, but man that stuff still sucks ass.

Something I just stumbled over... Epic released the engine to the public.
 For Free!
http://www.udk.com/ -- Unreal Engine 3 Development Kit
The entire engine is free for non-commercial purposes.
If you do decide to make a game with it and sell that game you can.  Licensing is $99 + 25% of revenue above $50k.
