Obama will eventually approve the Keystone Pipeline as well. It is all about settling the issue about the part going over aquifers in Nebraska and either proving that it is safe or slightly changing the route to go around the area.
Even if Romney tries to go in and approve it day one, it would still end up getting blocked by other parties (groups Enkidu is associated with, the Nebraska government, etc) until that part of it is resolved.
Going barging in and possibly ruining a major water supply for the Midwest may not be the best of plans.

Wasn't that fight between the US and Great Britain? I didn't realize Canadians were allowed to do anything beyond housing, feeding and entertaining the troops of their British masters at the time.
